Abstract

Problems that afflict ASN as a public servant due to the weak work culture that is run by the apparatus. Therefore, a strengthening effort is needed to develop the ASN work culture so that it is as expected. Strengthening the ASN work culture is an effort to improve understanding, attitudes and behaviors that are applied by them when carrying out work in an organization or institution, through joint commitment so that a strong sense of ownership can be built on the organizational culture. The desired work culture strengthening from ASN can be obtained through the formulation of values, the implementation of work culture and the monitoring and evaluation stage.

This research uses the literature study method with a Qualitative-Descriptive Research approach. The steps taken in data collection are by: 1) Describe the work culture policy that takes place within the Ministry / Agency / Regional Government. 2) Describe the application and problems of work culture as a policy 3) Describe the results of research on work culture that has been done previously. The results of the data analysis found several effective efforts in efforts to strengthen work culture, namely: 1) Work culture strengthening program that can be carried out since the stages of the preparation of values, implementation and monitoring and evaluation using the six thinking hats method from Edward De Bono (2000) . This approach is then expected to build commitment and in turn will create a sense of belonging to the organizational culture.
