ABSTRACT
Career management is one of the stages in human resource development. This process is the most important
to achieving organizational goals. Career management determines the quality of an organization’s employees.
The low competitiveness of Indonesia is one of the factors due to the low quality of the Civil Servants. The low
quality of civil servants is a result of the low motivation of civil servants. This study attempts to analyze and
describe the implementation of career development based on the Civil Servants Regulation, Law No 5 Year 2014
and Government Regulation No. 11 Year 2017. This paper uses literature review approach. The results found a
strategy to improve the quality of government officials. The civil servant career development strategy uses a merit
system based on 4 dimensions: (i) dimensions of qualification; (ii) dimensions of competence; (iii) dimensions of
performance appraisal; and (iv) dimensions of agency needs. Based on the results of a literature study concluded
that these two regulations are in accordance with the basic management theory that views humans as an asset
of an organization.
