In Indonesia, efforts related to the launch and adoption of e-Governance initiatives have been made in various fields. However, so far most of these efforts have not achieved the expected results over a longer period. This has led to underutilization of public funds. In addition, there are variations in the adoption and success of e-Governance initiatives across Indonesia, mainly due to prevalent diversity. The implementation of good governance principles in BPJS Health services was measured based on a sample of 50 respondents of BPJS Health service users at Cinunuk Health Center, then analyzed using the Rasch Model. The method applied in this research is a quantitative approach, so the application of nonexperimental is used in this research. Primary data was obtained through a questionnaire design and distributed online with the help of the google form application. The purpose of this study is to identify the factors responsible for higher adoption of e-Governance services in Indonesia. This research will also analyze the impact of the ongoing pandemic on e-Governance adoption by including a separate construct related to healthcare.
