Abstract

One Pesantren One Product (OPOP) is one of the programs which Governor and vice governor of West Java elected promised, to empower the economic independency of pesantren. This program encourages the creation of featured products and the development of cooperatives and pesantren businesses. The pesantren business planning selection was carried out through several stages, (1) administrative selection; (2) audition stage I (district level); (3) stage II (city level); and stage III (provincial level). The prizes given were in the form of training and apprenticeship, business assistance, capital assistance, trade shows, participating in business matching, and establishing a cooperative legal entity. OPOP not only provided pesantren capabilities in the business field but also broad marketing opportunities by providing buyers for superior products.

OPOP is regulated in the West Java PERGUB no 24, year 2019 concerning the Implementation of One Pesantren One Product, which is held for 5 years (2018-2023). The policy implementor apparatus evaluates the implementation to suit the policy objectives. This policy research used a qualitative approach with FGD (Focus Group Discussion) as a data collection technique. The results showed that with the involvement of multi-stakeholders in the implementation of activities, it is necessary to have good project management, in scheduling activities and allocating sources of funds. Then multistakeholders with different goals and views, it is necessary to equate their perceptions using detailed technical guidelines
