Penerapan Prinsip Good Governance pada E-Government (Studi Kasus di Kelurahan Padasuka, Kota Cimahi) menggunakan pendekatan Rasch Model

Sejalan dengan perkembangan dunia menuju digital, saat ini pemerintah negara berkembang dan negara maju harus menyediakan layanan berupa elektronik yaitu layanan e-Government untuk memenuhi segala kebutuhan masyarakat. Penelitian ini bertujuan untuk mengetahui beberapa faktor dalam pengadopsian e-Government di Indonesia, khususnya di Kelurahan Padasuka yang dilihat dari sudut pandang masyarakat. Mendasar pada teori e-Government, transparansi pada e-Government, dan kualitas informasi maka studi ini dilakukan. Data yang dikumpulkan secara primer ini dilakukan dengan persebaran kuesioner dan didapatkan responden sebanyak 55 orang yang kemudian dianalisis secara empiris dengan menggunakan Rasch Model untuk mengukur secara akurat seberapa tinggi manfaat layanan elektronik yang diberikan oleh Keluraha Padasuka, Kota Cimahi terhadap masyarakatnya. Hasil kajian ditemukan bahwa terdapat beberapa responden yang memberikan respon lemah dan sebagian yang lainnya memberikan respon yang cukup kuat sehingga memberikan nilai positif. Jadi, dapat disimpulkan bahwa layanan elektronik yang diberikan oleh Kelurahan Padasuka terbilang belum cukup efektif sehingga belum bisa memberikan respon yang kuat dari masyarakat.
Abstract
In line with the development of the world towards digital, currently the governments of developing and developed countries must provide electronic services, namely e-Government services to meet all the needs of the community. This study aims to determine several factors in the adoption of e-Government in Indonesia, especially in Padasuka Village from the community's point of view. Based on the theory of e-Government, transparency in e-Government, and information quality, this study was conducted. The data were collected by distributing questionnaires and 55 respondents were obtained, which were then analyzed empirically using the Rasch Model to accurately measure how high the benefits of electronic services provided by Padasuka Village, Cimahi City to the community. The results of the study found that there were some respondents who gave a weak response and some others gave a strong enough response to give a positive value. So, it can be concluded that the electronic services provided by Padasuka Village are not effective enough so that they cannot provide a strong response from the community.
