Efektivitas Pelayanan Publik Berbasis E-Government pada Pemerintahan Kota Bandung menggunakan Pendekatan Rasch Model

The study presented in this paper analyzes the Effectiveness of E-Government-Based Public Services in Government. Focusing on a city in Indonesia, namely, Bandung City, this study aims to examine the factors that influence. The effectiveness of E-Government Based Public Services. Empirical application is carried out based on a sample of 53 users of government applications (E-Government) in Bandung City, analyzed using the Rasch Model. The method used in this research is a quantitative approach, where a nonexperimental design is applied to the research phenomenon. The collected data were processed with measurements in accordance with the standards to be identified between empirical observations and quantitative mathematical expressions. Primary data was collected through a questionnaire designed and distributed online using the e-form application. The findings show that the application User's response to the effectiveness of the city application is low, Public Satisfaction with Security and Data Protection with low response, and the Convenience Value factor to Practicality and User Satisfaction has high expectations from the application User's response. To the researcher's knowledge, studies on the Effectiveness of E-Government-Based Public Services in Government from the visitor's perspective are still limited, this can be a novelty of this paper to explain how E-Government Effectiveness affects Public Services in Government.
ABSTRAK
Studi yang disajikan dalam makalah ini menganalisis Efektivitas Pelayanan Publik Bebasis E-Government Pada Pemerintahan. Berfokus pada kota di Indonesia yaitu, Kota Bandung penelitian ini bertujuan untuk mengkaji faktor-faktor yang mempengaruhi. Ke-efekivan Pelayanan Publik Berbasis E-Government. Penerapan empiris dilakukan berdasarkan sampel sebanyak 53 Pengguna aplikasi pemerintah (E-Government) di Kota Bandung, dianalisis dengan menggunakan Model Rasch. Metode yang digunakan pada penelitian ini adalah pendekatan kuantitatif, dimana desain nonexperimental diterapkan pada fenomena penelitian. Data yang terkumpul diolah dengan pengukuran yang sesuai dengan standar yang akan diidentifikasi antara pengamatan empiris dan ekspresi matematis kuantitatif. Data primer dikumpulkan melalui kuesioner yang dirancang dan disebarkan secara online menggunakan aplikasi e-form. Hasil temuan menunjukkan bahwa respon Pengguna aplikasi terhadap ke-efektivan aplikasi kota rendah, Kepuasan Masyarakat terhadap Keamanan dan Perlindungan Data dengan respon rendah, dan faktor Nilai Kenyamanan terhadap Kepraktisan dan Kepuasan Pengguna mendapat ekspektasi tinggi dari responPengguna aplikasi. Sepengetahuan peneliti, kajian mengenai Efektivitas Pelayanan Publik Bebasis E-Government Pada Pemerintahan dari sudut pandang pengunjung masih terbatas, hal ini dapat menjadi kebaruan dari makalah ini untuk menjelaskan bagaimana Efektivitas E-Government mempengaruhi Pelayanan Publik Pada Pemerintahan.
