Abstract

Technological advances have brought us into the era of "e-services". Scholars and academics are trying to understand the impact of e-services on people's lives, satisfaction, and future service quality. With the advent of e-government, this understanding has led us to a better framework for delivering e-services. In 2017, Diskominfo and DPMD of Bandung Regency Government have implemented the installation of OpenSID-based village websites. This study aims to determine the level of effectiveness of the village website as an e-government media in public services in Margahayu Tengah Village. This research was analyzed using the Rasch Model. This research was conducted by distributing questionnaires in the form of google form links to the community with several questions related to the village website that the community can access. This study uses Rasch modes in interpreting the results of quantitative research. The sample of this study consisted of 53 respondents and the results showed that respondents still quite understand how to access the village website and the level of effectiveness of the village website as an e-government media in public services is quite good.

Kemajuan teknologi telah membawa kita ke era "layanan elektronik". Ahli ilmu dan akademisi sedang berusaha memahami dampak layanan elektronik terhadap kehidupan, kepuasan, dan kualitas layanan di masa mendatang. Dengan munculnya pemerintahan elektronik (e-government), pemahaman ini telah mengarahkan kita ke kerangka kerja yang lebih baik dalam memberikan layanan elektronik. Pada tahun 2017, Diskominfo dan DPMD Pemerintah Kabupaten Bandung telah mengimplementasikan pemasangan website desa berbasis OpenSID. Penelitian ini bertujuan untuk mengetahui tingkat efektifitas website desa sebagai media e-government dalam pelayanan publik di Desa Margahayu Tengah. Penelitian ini dianalisis menggunakan Model Rasch. Penelitian ini dilakukan dengan membagikan kuesioner berupa link google formulir kepada masyarakat dengan beberapa pertanyaan yang berkaitan dengan website desa yang masyarakat dapat di akses oleh masyarakat. Penelitian ini menggunakan rasch modes dalam menginterpretasikan hasil penelitian kuantitatif. Sampel dari penelitian ini terdiri dari 53 responden dan hasil penelitian menunjukan bahwa responden masih cukup memahami cara mengakses website desa dan tingkat efektifitas website desa sebagai media e-government dalam pelayanan publik cukup baik.
