This research explores the impact of perceptions of smart city development on the stress and comfort levels of urban residents. This research aims to understand how smart technologies in public administration, services, infrastructure, and environmental protection affect individuals' perceptions of their city environment. The quantitative approach method used the Rasch Model to analyse data obtained from 100 respondents in West Java through an online questionnaire. The results showed that residents tend to assess smart city development based on the relevance of technology to their personal lives and their ability to cope with the changes faced. Positive perceptions of smart technology in public administration tend to increase comfort, while negative perceptions can increase stress levels, especially related to privacy and self-control. In conclusion, while smart city development has the potential to improve quality of life, careful management of the psychological and social impacts of smart technologies is needed to minimise potential negative effects on city residents.
